LA Start does offer a match based on your AGI. 2-14%. I am receiving 4% match. The higher your AGI the lower your match.

Are there any grandparents that might fall into the 14% match range? You can gift money to them and they can donate. You would lose the state tax deduction but the additional 10% match would most likely make up for it. However, the 529 would be owned by the grandparent.
