Read the article...20K all of last year. We got 20K in one week. The numbers sited in your link are tiny compared to the flood that started 4 weeks ago.
From the article:

There has been a massive increase in the number of children and adolescents making the dangerous desert trek alone, without family, officials say, sparking what President Obama deemed an "urgent humanitarian crisis," during a speech Monday.
So the President gave a speech on June 2nd about the "urgent humanitarian crisis", the US had already made plans for housing a few hundred kids at a Southern California Naval Base, and you are shocked that 2 weeks before they made inquires about other facilities?

That isn't "long before" any crisis.

So, you're not good with numbers. OK, I'll try to help out. This is NOT a case of 'hundreds'. Today the Texas Border Patrol reported that they are detaining 20K a week. They estimate they catch at a rate of 1:5. That means 100K a week might be getting over the border.

The number of DETAINED illegal immigrants now surpasses the birth rate of the entire state of Texas.

This spike began about 4 weeks ago. Do you understand now?
