This is what distinguishes LA from Atlanta, for example. Atlanta is absolutely terrible in certain areas but it is the same day after day and can be avoided if you adjust your schedule or go against the traffic at certain times. In just about any city, if you live in the suburbs/metro area and are trying to drive INTO the city, traffic is going to suck. LA you have the areas that are terrible and then you have random bottlenecks that make no sense whatsoever.

I agree. Every major city is pretty bad at rush hour. What separates them is how long rush hour is and how bad traffic is outside of rush hour. In my experience only NYC and LA have rush hour traffic at random times of the day and on weekends unrelated to any unusual road work or accident. I haven't driven at rush hour in Atlanta in years but having driven on weekends their traffic is very light compared to ours.
Also NYC and LA have among the worst surface street traffic. I live 10 miles from Hollywood and while the fwy access between the two isn't great, surface streets take just as long or longer. So usually 45 minutes or more for 10 miles.
