I lived off of Gardere from 1982 - 1986. Back then it was all LSU students and young working folks. In about 1987 some of the apartments went section 8. It was all downhill after that.

So at the time the girl was living here it wasn't bad at all.

Yep, Gardere was pretty much the place to be for those who didn't want to live in Tigerland in 1982, when I lived there. It was fairly new and clean.

It changed rapidly, though.

It was more than just this that did Gardere in. Section 8 was simply a response to try to save what few renters they could. It was the oil bust. And the 1986 tax reform law that restricted passive losses. This hurt residential multi-family real estate all over the gulf south.
