Self-propelling lawnmower help

It's not self-propelling.
When I press the handle it's not taking off. There is a dial that says "tighten/loosen" but no luck messing with it.
Any ideas?

Does it make noise? Any movement at all? Is there any tension on the cable when you push it to go?

remove the cover that covers the pully and belt. Probably full of grass and dirt over time.

The shaft on mine gets wrapped with grass and whatever else, and I have to clean it once every couple of weeks or it'll have a hard time going forward

Brand/age?
Mine(Toro) is 6 years old and had lost a lot of self-propel power over the past couple of years. I changed the belt and cleaned all underneath and it's like new now.
