I eat out and take pics sometimes. I have never taken more than 30 seconds to take pics.

Oh, I take pics of my food on occasion. I am guilty of that for sure. It doesn't impede the progress of service, however, because the food is already in front of me.
I don't need wifi to use my phone in a restaurant. Cellular data, don't ya know.
