How is this different from the boards fascist solution to "securing the border?" Again, it's using force to address a symptom to a problem. We might as well start using hammers to treat restless leg syndrome.

Um...you do realize that the fascist element here is the proposed use of the military for law enforcement.
Protecting the borders is a fundamental issue of national security and is an appropriate use of the military. Stopping street crime is not an appropriate use of the military.
