If whitey owns a business or rents an apartment, he is simply "using" the space.
So in a nutshell, he's saying whitey can stay here, but he's not one of us, so he cannot own any of our native land.

For the same reason that Authoritarian Socialist need Free Market Capitalism. Somebody has to make the wealth, in order to 'spread it around'. He likes that wardrobe better than a leopard skin, for sure.

Yeah, awesome idea! Drill for oil and load tankers to export it. When the tankers get 5 miles out, they'll be hijacked and held for ransom by 3 Mr ed anorexic looking guys in a canoe.
