If I understand this correctly, no NBA moves on/after the onset of free agency are official until the moratorium is over.

I know that this, at the least, applies to free agency, which is why all of the agreements that happen from July 1-July 10(?)cannot be official.. even if verbal "agreements" are made. This is why going after RFA is so dangerous. The team with the rights to match has up to 3 days, so you're waiting till the 13th for the deal to go through. It can really hamstring your ability to time all of your other moves in the proper order, which is why the "new" RFA's team often throws in an asset or two to circumvent the RFA dance and just execute a sign/trade instead.

This is only for free agency, trades can occur before (as long as they don't include sign and trades).
