At the youth level yes. Players of dual nationalities are allowed to file a one-time switch with FIFA, which Green did, so he won't be able to play for Germany, ever, seeing as he's already switched nationalities.

Alright, I feel much better about him sitting on the bench for the duration of the tournament now.

Yeah, never mind. You're right. Players who have capped for a youth team of a different country are tied upon the switch.
