If parents would spend more time with the kids and ensure they were doing homework that alone would make huge changes.

But the public system has holes.
I had a teacher in Highschool who had nails so long she couldn't hold a piece of chalk.

It was disgusting. The only thing I learned that year was how to play Spades, Canasta and rummy.
