There's your problem. For only $5K who wouldn't want one of those suckers? It's basically free. Now, if the feds sold them to local PD for even $200,000 (still a huge discount) they would have to stop and think, hm, do we really need this? And the answer would probably be no.

Yeah, and if I can find someone to give me a Lear I still couldn't afford to own it or use it.

People have no clue the TCOO of one of these vehicles.
