The World´s Best Beer Comes from The Wine Country

It´s from Spain.

I´ve never had it, but I´m sure it´s good (it´s from Valencia, and they are beer drinkers there, but not of this calibre- it´s strong).
It´s artesenal(?), I don´t know the word in English. Triple malt, double fermentation. It is sold in the States (but, I don´t know where, probably NY, maybe SF, Chicago?).

Zappa, how are they not marketing as such? The article said it was crowned in 2012 (well, 2013 as it corresponded to it competing in 2012).

Too much for me to translate, but throw this in your translator (it explains what it is, and what nuances, spices, fragrances, ingredients and brewing procedures are employed):

Unbeknownst to many Europeans, and obviously yáll, historically there have been some great beers in Spain since the 90´s, and for the most part, all have been heavy on alcohol.
Many have consistently won European and international awards. Spain takes them lightly, hence they don´t get the promotion.
As this article says, this beer doesn´t have the nasal presence of alcohol, which I think very important.
ETA Spain´s been making beer since the late 1400´s, they just don´t give a shite about it, unless ´egged on´ to do so.....

Here are its Beer Advocate and Rate Beer scores.
I also did some research. This beer was rated 1 star (out of 3) by ITQI in 2012 and hasn't been rated since. There are several other beers that were rated crystal which means they had 3 stars for the past 3 years. So I have no idea where you got the idea that it's the world's best beer.
Except the ITQI awards are non-competitive.

All I´m getting at is, beer is highly simplistic, and quasi scientific. A bit of attention, and you can ´nail it´, as yáll say.
