It's the capacitor issue, as mentioned. Mine is doing the same thing. Tried to convince my wife to let me open it up and fix it but she insists we bring it to someone.
Samsung has admitted to the problem and supposedly they will cover costs for repair but I haven't contacted them yet

I have the same problem with mine from 2010. 52' as well. I've found that turning on the TV without any source, i.e., no cable box, prevents the TV from powering on and off. Its a slight pain, but it has eliminated the 15 minute barrage of powering cycles.
