Because several of the companies who report their lending rates that are compiled to compute the libor are american companies. Just because it's the London Inter-Bank Offering Rate doesn't mean it's made by only English companies. Barklay's and Royal Bank of Scotland are English, but Bank of America and JP Morgan Chase are American. They are 2 of the 3 most egregious alleged offenders in the whole investigation.

You still haven't explained what this has to do with Glass-Steagall. G-S did not cover non-US operations for RBS and Barclay's.
