Why Take 3 GKs to World Cup?

Why does FIFA require that 3 of each country's 23-man roster be GKs? That spot could be used much better for an outfield player, it seems to me. Someone like Donovan for the US, or Negredo or Jesus Navas for Spain. Why not leave to the discretion of each manager how many players for each position he takes?

Should FIFA do away with the 3 GK requirement for WC squads?

It's whatever. I have a feeling most managers would take 3. If the number one keeper gets hurt then you have a starter and a back up like any other game. If the back up gets hurt then it's just not your tournament.

Just name 28 field players and 2 G/Ks and call one of the field players a G/K. Voila! Problem solved.

Landon Donovan was never going to be a part of the team, even if they had 3 more outfield players. People need to let it go already.
