At this point we don't know how Bell crossed, that doesn't mean he can't. I believe Walterate is behind the shape shifters, so Walternate would know walter crossed over. This is probably why they are after walter so that Walternate could be able to cross, because for what ever reason Walternate can't cross.

I think how bell crossed is reveled in the finale of this season.

Olivia can move over because she had cortexifan. I can't explain how that happened.

We come to discover that bell is pretty well hidden on the other side, I don't believe Walternate knows Bell, and we never meet Alternate Bell. So anything bell uses to move people over can't work.

Also DRJ method didn't really work that well.

edit: episode 18 of season 2 is the episode with the shapeshifter embryos. (how they cross over apparently.) (I'm pretty sure the goal of the shape shifters is to bring Walternate to this side, they are trying to reunite him with peter.)

Also This is when Walternate comes over I'm pretty sure.
