No he isn't. A list with ties would look like this:

1.
2.
2.
4.
5.
6.
7.
8.
9.
10.
10.
10.
10.
10.
10.
16.
17.

etc.

But I guess you could say his salary is the 8th highest instead of saying he's the 10th highest paid coach.
