In what way is this different from cabs and other car services

You order from your phone using an app, you know exactly how long it will take before the car gets there, you can see where they are on the map when they are coming to get you, you know you are getting a nice car, you know the driver isn't gonna be trash, once you are picked up you can share your route with other people and they can see exactly where you are on your trip, you never need to pull out cash or a card, you never have to tip and most importantly it is WAY cheaper than cab with way better service all around. Those are only the ones off of the top of my head but its equal or better to a cab or driver service in every possible way.

why should people be able to ignore established regulations to operate that type of business

Because the current regulations only favor the drivers, not the passengers. Also, Uber does a WAY better job of "regulating" drivers than any city or state could ever do. I use it for myself or guests at least 3-4 times a week and you can't really understand how much better it is until you start using it. Unless cities and states start cracking down Uber is gonna put cabs out of business.

ETA: I live in the middle of 3 hotels so I could always have a cab within 1 minute of walking out my front door if I wanted and I still always use Uber so the "convenience" of catching a cab is not an issue. I can always have an Uber at my door within 5 minutes, they call when they are outside, have a bottle of water ready for me or my guests and its just better! Plus its when you send a girl home in one versus a cab, and cheaper!

I get that it sounds great, I don't use cabs often when I'm home, but I will definitely try Uber when it gets here. All I'm saying for all practical purposes it's a car service and they are skating rules and expenses that legitimate car services have. Really is it any different than the permitted artists in Jackson square upset about the unpermitted artist in Jackson square. It can't be a free-for-all.

I wouldn't say "only" but favor the drivers is true. There are a bunch of new rules for cabs here, but I don't know if all of them are even being enforced yet.
