I would probably the 70s
The 90s had a great start but then fizzled a good bit in the late 90s. With clear channel hegemony and few alterntive ways emerging to enable user choice, the shite that came out wasn't that good.

70s by far - and i was in high school and college in the 90s

60s was the best, followed closely by the 70s
90s had a few great bands: NIN, Alice in Chains, Pantera
