If you can prove they did it, they absolutely are liable.
I have pulled over gravel trucks on 2 occasions and called the LSP to write a report and they will also issue a citation to the truck driver. If it is a fresh ding there will be glass dust in the chip or crack.
Sounds like a pain in the arse but my windshields are $1400.
