Pretty old and dirty countertop. I think it really just needs a little regrouting and sealing.
I might just pick up some softscrub and layer that down. I also have some hull cleaner with salacylic acid in it.

I have seen home with tile floor underwater with lots of crap be cleaned with muriatic acid...

Muriatic acid is really what you need to use to get it clean. Also, regrouting won't be as simple as putting new grout over old grout. It won't be deep enough to hold and the new will just pop out. You will need to get a small grinder with a diamond wheel or some sort of Dremel tool with a masonry blade to get the old grout out.
