I haven't really played since my grandparents passed. So I would definitely be rusty on my strategy, but I still don't see any reason to make someone else follow suit. Those cards are just used to re-position the table to so you can use the actual trump cards for their purpose (or because you just don't have anything). An off card cannot win any points, they are trash cards. It doesn't matter what color they are. We can make up rules all we want, but it doesn't make you a better player.

it does make you a better player though. for instance when I am dealer I keep all the off cards of one suit to expand the chances that I can drop the peed on someone unexpectedly. It creats a lot more possibilities.
