Flood is not written by private companies, but by the NFIP. National Flood Insurance Program.
No company can write a flood policy, but they can issue them through the gov't. Depending on your flood zone, your rate will change. I bet if you ask your neighbors, their's will be the exact same.

Chubb and AIG offer private flood insurance outside of the NFIP.

Thanks but I'm aware of this.
I felt like bragging that I wasn't getting destroyed on flood since I'm not entirely sold on my HO policy.
