It doesn't force them to do anything. However, a kid who may be willing to attend classes for a year while waiting for the NBA draft may reconsider the college route if he has to wait two years to get paid.

This affects only those players who are ready, or believe themselves to be ready, to play at a pro level coming out of HS and have no desire to attend college.

But how many of these kids are actually ready right out of high school? There are very few Lebrons out there.

I really don't see a high school kid who has never lived outside their parents house moving to Russia to play basketball.

If the norm is to do two years then leave, then I think it will become culture. They aren't requiring you to graduate or anything.
