What makes Europe safer? For one thing, the EU adopted the Seveso directive in 1982 after a 1976 chemical plant explosion in Seveso, Italy. Under it, EU states must see that refineries and other companies using or producing chemicals have policies in place to prevent accidents. That approach is proactive, with safety viewed as a precondition to operating.

Just glancing at your link it looks like that's for safety concerns. Not for air pollution which is what Gatson is bitching about.

Having spent the better part of 3 years working in Europe making chemicals just a few years ago, I can tell you that we are every bit as safe (or safer) and more environmentally friendly to boot. The smoke billowing from their refineries and the amount of flaring they do is much greater than at our refineries.
They may talk a good talk, but they don't walk the walk.
