So is this all just water under the bridge- does Tallahassee PD reopen the investigation, or since federal laws as the article reports were violated, are they going to get involved?

I would take a report from the NY Fishwrap with a grain of salt. Their self-proclaimed journalistic integrity has been shown to be lacking on multiple occasions.
And just look at the hack job Jeremy Schaap of ESPN did on Mizzou with their rape case for an example of a very liberal media outlet with an agenda when it comes to a case that is charged with sexual politics. I would be willing to bet that there were numerous exculpatory facts and quotes favoring TPD/FSU/JW that never made the article.
