As others have said, lifting the crude oil out of the ground, refining it, blending the gas up(gas just isn't gas typically, different grades for different parts of the country), putting it in the pipeline, vessel or barge for delivery to a loading rack, then into the truck to deliver it to the station, add in your bullshite ethanol and mandatory detergent additive and 3.50 a gallon is pretty cheap.

I'd say $3.50 is just about right after you add taxes. If it cost more to do all you mentioned, gas would be more expensive.
