I would guess that some of the brokers that left the Stanford Group could probably hook you up with a Cayman Bank account.

IF, I I say IF with all the suspicion in the world, you happen to have a need for this, you should speak with an attorney specializing with this and who has knowledge of what information would be shared with what countries....If it happens to be a country that will open their books to the IRS, then what would be the need to go to outside banks...unless of course they don't share the info under any circumstances with the US.

Personally, if it is a "safe" country, I see no issues with having money outside of the US banking system...It's a smart move if protecting money against a US economy collapse is your long term goal.

Panama is/was a good place for banking too. The US government has been pressuring the hell out of them about it though, so not sure if they caved yet or not.

Most foreign banks have started cooperating with the U.S. and when the IRS finds out about it they're gonna go in dry on you.

Don't bother. Some of these offshore banks don't even allow US citizens to open accounts anymore.
