On the rookie pool, some places include it in the figure and some don't. I believe the NFLPA's numbers do not include them.
On where we stand now, I'm not completely sure because I have yet to see what Bailey or Bush are getting. Bush may actually wind up costing less than his $1.4m cap hold depending on structure and what incentives the Falcons put in that we had to match.
Say they restructure $8m of a guy's base into bonus and he has 4 years left. That adds $2m to each year. He saves $6m for the current year as $2m of the original $8m still counts for this year.
Yes he would cost $3.2m next year if a June 1st cut, but he costs $6.1m next year if kept so we still save about $3m next year on him.
But yes that extra $2-3m would help.

Explain how this would work? As has been said many times... Re-Structure doesn't mean less money.

Cutting Bunkley is a lot tougher than people think. If they cut him by June 1st then yes it would help the cap this year, but next year it would cause a $3.2 million cap hit.
