What exactly isn't it doing? Is the shell getting hung up I'm reciever? Is getting thrown halfway out? Need more info

in most cases (80% of the time) when you fire, the next shell will load, but it will somehow not load with enough force to be able to fire the shell. so, shell is loaded into the chamber, but you have to manually either re-rack or jam the bolt forward by hand to get the shell to load 100%. sometimes if you pull the trigger multiple times it will eventually fire the second shell. about 5-10% of the time it will load correctly and shoot like it should. every once in a while it will jam open. it's like the action is getting gummed up or something, but once again, i've cleaned this gun many times to make sure it's not just dirty.
