I'll give you that. But all Superman has to do is hover 20 feet in the air so Flash can't touch him, freeze the ground with ice, and then blast Flash with heat vision. Heck, really all Supes has to do is hover, keep blasting at Flash with his heat vision until Flash tires out so Superman can hit him.

Your scenario assumes Supes knows he is dealing with a speedster. Also, you forget that Flash can use his speed and motion to launch himself pretty high (depending on the height and angle of things handy for him to leap from).
