I'm not reading this whole thread so SIAPed but has anyone here seen the documentary called Pruitt-Igoe Myth. It was a huge housing projects in St. Louis. Basically, lower class citizens before the 1950s had depended on factory jobs to work their way out of poverty and had done so for decades. When African Americans flooded the city in the 30s and 40s they were doing okay but living in slums and shotgun houses. In the 50s the factories all left for the surrounding areas which compounded their difficulty of getting out of poverty. The government built Pruitt-Igoe Homes to help them out but did not budget any money for upkeep afterwards. When they were moving people into the homes the government told the families with both parents that only the moms could move in and the fathers were not allowed. Pretty interesting stuff and pretty sad.
