Why are they having to do this?

Has there been some type of horrible event that has caused the new regulation?

As a home brewer I will add my 2 cents. Hops are known to be bad for dogs. Could be they are bad for livestock as well, but people generally care more about the family pet than an animal bred for slaughter. This may be the result of some push for "humane" treatment.

That's my best guess. I would've loved to compost my brew waste (and grow my own hops too) but no way I risk killing one of the dogs or cats over it.

You put hops in your wort after you sparge. There is no hops in spent grain.

ETA: sorry I didn't mean to come off like a dick...this story just make me .

From the article.

Leftover brewing grains have been fed to livestock since the dawn of agriculture, so this is a pretty radical shift.

Aside for the process flow...there is another point:

Part of the reason why its bad for dogs is the fact that they really should be eating vegetative matter to start with. They are carnivores, not omnivores like humans.

There is evidence of it being helpful for cows.
