cities should do nothing

people should stop giving money. if you want to be charitable, offer food. if they refuse - they arent hungry enough.

This is what I do. I won't give money, but if I have food I give it to them.

I don't give money to homeless. If I have some extra food in my car that I didn't want, I'll give it to them, but why should I give them money?

I could tell you a long scarey funny story. Give money or dont give money. I strongly advise against offering to buy food. That can really bite you in the arse. I almost got aids and or eaten by a pit bull bc I bought a panhandler a meal.
