Like others have said I think unless is navigable then no you cannot cross the line legally.

Navigable is the word that gets a lot of folks in trouble here in Louisiana. That is the debate that has been going on between landowners and fishermen along the coast. Under Louisiana law, just because one can "navigate" a water body does not give the public the right to go upon private property.
