Depends on how their deeds are worded (and how plat is drawn). Very possible that LEGALLY he can't do so.
However, KR makes a very good point about "good" neighbors.

If the plat puts the property line down the middle of the pond, and if neither the deeds nor any covenants grant to the adjacent landowners a servitude of passage over the pond, then he cannot without permission. There are no navigation servitudes over private property in favor of private persons, at least under Louisiana law.
