Kid was still resisting even though he was under control. Didn't quit until the arm broke. I don't think the cop intentionally broke it, but I do think he was intending to inflict pain. He just went too far. Everyone loses here. Kid has a broke arm, but will get paid. Cop will get a slap on the wrist as will the kid.

cop was probably angry because his job is "hard" so he just snapped the kids arm.
