Anybody use the Post 911 GI Bill out of state?

The Post 911 GI Bill is supposed pay tuition for the highest instate public school which according to this for me is $7,873 at LSU currently. Also, It's supposed to pay up to $19,198.31 for private or foreign colleges or universities. Also that tuition for LSU didn't include summer school. Let's say I decided to go to an out of state public school that cost $5,000 for instate students there and $7,873 for out of state tuition for a full year.
1) In that case should every thing should be even and I pay nothing because i get at least LSU tuition or would they only pay the instate tuition of $5000 and I would have to come up with $2,873 to cover the out of state fee?
2) Either way seems like that $19,198.31 should be the cap for anything, but that's just wishful thinking huh?
3) Finally since I plan on going through the summer, how will that affect the LSU numbers if indeed that is my out of state public school
limit? Meaning Since I plan on being in school for a full 12 months can I add the $1,835 summer tuition to the $7,873 for LSU and really have a limit of $9,708 per year before I have to come out of pocket?

Is your residency determined by the state that you enlisted in?
I also know that certain universities are 'gold ribbon programs' or somesuch thing, where they will match up to a certain amount (as will the government) to make up the difference between the normal pay-out and the cost of attendance.
