All excellent points.
But if you don't attempt to give them an incentive to stay, there is absolutely no hope of getting them to invest.
It's not jobs, or roads, or walmart that convinces them to stay or go.
It's the availability of a quality, affordable education for their kids.
You haven't seen anyone fight for BR b/c they haven't had a good public education available.
You can see what the schools have done for Zachary. What makes you believe it won't work on the South side like it did in the North?

That is not what caused the areas of St. George to come into being.
