There's only two things that make good sense in any of this. Either invest in your city, or leave the state and region for good. Both I can find the reasoning behind, but creating temporary refugee camps to move out to, or dividing the spoils, and thinking you're going to stand and fight for it when we've never demonstrated our willingness to do that for a city on a major artery like the Mississippi River, a 300 year old city with an actual downtown, as small as it may be, or even The areas surrounding our beloved LSU for that matter is a ridiculous expectation.
If I for one minute thought that the people of St. George would stand and fight and invest in their own place where they live, I might entertain the concept of St. George, but I know good and damn well they won't because they never have shown the willingness to do so, and there's nothing of significance to fight for anyway that a new Walmart or shopping mall build down the interstate won't give them just the same, especially when it's newer and shinier. If you can't find the reasoning or justification in fighting for the above assets, then what makes anyone think that people would fight for an area that couldn't even muster enough of a fight to save a damn golf course from being built upon?
Nobody will fight. They will cave quickly, just like they always do.
Reminds me of Monty Python's Holy Grail, and the killer rabbit... "Run away, run away."

People are willing to invest in the city. They just don't want to keep giving a blank check to the same assholes who couldn't pour piss out of a boot with instructions printed on the heel, especially when they see neighboring parishes and ISDs booming.
Unless the EBRPSB tosses out some of the entrenched powers within that system, nothing will change for the better.

All excellent points.
But if you don't attempt to give them an incentive to stay, there is absolutely no hope of getting them to invest.
It's not jobs, or roads, or walmart that convinces them to stay or go.
It's the availability of a quality, affordable education for their kids.
You haven't seen anyone fight for BR b/c they haven't had a good public education available.
You can see what the schools have done for Zachary. What makes you believe it won't work on the South side like it did in the North?
