Ok. Thanks. Some of the language made it sound like it was some involuntary series of events, like a team submits the offer and the timer goes off.

yup, it wouldn't be too free of free agency if ya had to sign.

Similar to someone claiming a Practice Squad player to their regular roster. The player doesn't have to go. That was the case with Adrian Arrington. He was claimed off the PS more than once but chose to stay here. (They did pay him quite a bit more than the PS standard rate tho).

At this point for me-

chance of a team signing and relinquishing two 1st Rders- 5%

Arbitrator rules Graham WR then that goes up significantly

Arbitrator rules him a TE, I go 90% he signs a long term deal here
