Even when the economy was fine, you would see games with crappy attendance.
These are some 2012-13 attendance numbers (I know, the Eurozone was fricked that year).
Germany: 42K
EPL: 36K
Spain: 30K
Mexico: 25K
Italy: 25K
Argentina: 19K
Dutch: 19K
France: 19K
MLS: 19K
Japan: 17K
Brazil: 15K
Turkey: 12K
Russia: 12K
Belgium: 12K

Stadium-wise, all of the NFL's teams have big stadiums. There are about 5-6 clubs in each of the major European leagues (England, Spain, Germany, Italy) that resemble the NFL. The rest of the clubs have much smaller stadiums.

That's really not a fair comparison because in most countries they have way more teams per capita than we do in the US. London, for example, has like 8 "major" teams and a ton more minor teams. And that's just soccer, nevermind cricket or rugby.
