There's nothing you can do until someone shuts down their operation. Do Not Call List is useless because these are scammers, not solicitors with a legitimate product. They aren't operating within the law, so reporting them does no good (they spoof their phone number for a reason). I've been on the Do Not Call List for years, and I only get calls from obvious scam artists, including Account/Card Services.
You can block the numbers to cut back on how often they call, but since they regularly spoof different numbers, you'll still get the calls.

For what it's worth I registered my number and confirmed it approximately 6 months ago yet my phone still gets lit up by spammers.

You can't beat them. They are overseas spammers who don't give a frick about a do not call list. They spoof their numbers so the numbers will come from all over the US. In short, you are on the list and nothing you can do can get you off. The FTC shuts them down over and over and within a week they pop back up with a new business doing it over again. Robocalls are illegal and the FTC is giving money away to whoever can come up with something to stop them. The best idea so far is a service that answers for you, makes sure you are human and then forwards the call to you.
I get between 5 and 20 calls a week. I usually tell them I want to frick their hairy buttholes and other nasty things. They hate that.

Answer the phone. Find out the companies name and then send a cease and desist letter via certified mail.

The scammers and misc account services calling are bad but the calls which piss me off are the political calls.
The PACs and political campaigns are not subject to the "Do Not Call" list because they are exempted by, you guessed it, the politicians who passed the toothless law.

I just get mad and start yelling into the phone "DO NOT CALL LIST! DO NOT CALL LIST!!!!!!!" Over and over again. Works for me.

Also the Indian from Windows Technical Support calling to tell me that my computer is infested with viruses. But hey.... he was going to help me fix it!!!

Change to a VoIP carrier like CallCentric that gives you the tools to manage your phone. I haven't gotten an unwanted call in four months since I switched over.
One of the most effective blockers is a message to anyone not in your address book to press a number to be connected. If it's a robocall it can't do that. It's also easy to add callers to your block list and they get the familiar message that this number has been disconnected. All this for $11 a month and that included porting over my ATT number and 911 registration. I'm sold on this service.
BTW, if you have phone service from U-Verse or your cable company, you already have VoIP but with only a primitive set of tools.

I would get these calls on my cell. If I answer and you don't start talking in about 2 seconds I am hanging up. Then I add that number to my do not answer contact name. What is a good number blocking app for android?

Cell phones are behind the curve as far as dealing with spam calls. They rely on anonymity more than anything else. I'm not aware of any good apps to deal with the problem. In computer terms, security through obscurity.

Aside from a phone blocking app, could this work in conjunction with a cell phone provider?

AFAIK that's pretty much a function of the phone itself, not the carrier, and I've only seen simple blocking capability.

This and yes, I tried to push this info to the do not call list center.

Secondly, ask them to take you off of their internal call list (this is not the FTC's DNC) but make sure to ask for the name of the company and the name and employee ID of the person making the call, and for a callback number BEFORE you ask them to take you off the call list.
Also write down the number that they called from. If you get a call from the same number or company after you ask them to stop, use the callback number and ask to speak to a manager (not a supervisor). After you wait a few hours and finally get someone on the phone, raise hell. If they continue to call, file a complaint with the FTC.
