I don't know if the entire thing is correct but it does seem like permits are unattainable to some by legislative design.
If it was about your income level, wouldn't they provide some sort of welfare for poorer people to get permits? Or wouldn't they charge more for people with higher income if it were based on something like taxes? This is where I think the baseline price is messed up.
I also wonder where the $100+ dollars I pay are going. Who is getting paid for my right to carry? It's basically as if someone else is making money off of me. But I can't complain about it to an authority figure or they will take away my "privilege." This is the problem I have with them charging a fee.
So to answer your question, I don't know if there are racists roots or anything in regards to the price but I don't agree with it at all.

Strange because Mississippi's annual car tag fee works this way. The more expensive and newer your car, the more you pay for your tag.
And compared to LA, MS's car tag fee is outrageous. At least we can sort of see where the money is going for that, though, when I drive into Louisiana from Mississippi.

I guess they have to charge a lot of money to pay that crew to process the applications while they sit on the desk for six months. I have been told there are only 2-3 people that work on this in BR. It takes so long because of the sudden surge in the past few years. Big question- what did they do BEFORE the surge?
