Only other way I know of is for your carrier to block the call on their end which involves spending a decent portion of your life on hold.
Pretty sure the iOS SDK does not give access to this, but it is built into the OS. If it is in your call history, you can block it.

Oh, thanks. It was for my wife's phone so I didn't investigate as much as I would have if it was mine.
