College (and High School for that matter) soccer would essentially be for players that did not get their youth contracts renewed or never received a youth contract.

MLS already has it set up pretty well. They allow teams to sign their (former) academy players to home grown player contracts even if they are playing in college.

I think that it's a pretty decent base for a mutually beneficial relationship.
