NRA fought hard for the inclusion of this language, knowing that preventive technologies offer our best hope for enhanced public safety and more effective law enforcement. That independent body is the National Academy of Sciences (NAS), which completed the study and published their findings and recommendations in a report titled: "Black and Smokeless Powders: Technologies for Finding Bombs and the Bomb Makers."
