Yes.
You have a ballot with several names on it and you can select up to 10.
One guy only sent in a vote for Jack Morris.
Others voted for guys who shouldn't even be on the ballot: Armando Benitez, JT Snow, Jacque Jones, Richie Sexson, etc..
I'm sure some of the guys above did it to prevent a guy like Maddux from being a 1st ballot HOFer.

I have already read from one voter who said he voted for 10 and deliberately kept Bagwell off his ballot. Not because he wasn't one of his top 10, but because he knew he would still get enough votes to be on the ballot next year and he would vote for him then.
