it's a Dell, and here is the hardware and stuff. I'm thinking this is the reason i cannot play dayz stand alone n stuff
intel g6950 2.80 ghz
4096 memory
Intel hd graphics card 1096 memory
can it be upgraded, or start new?
Those are the parts you would "upgrade"
I had similar specs from a PC I built a while back. Keep your case, your hard drives, monitor, PSU (if you can), etc...
The major components you generally need to upgrade are the 3 you listed. You will most likely need to upgrade the motherboard too since I'm pretty sure the one you have for your current parts isn't ideal for the new parts you'll be buying.
I upgraded all of my components roughly a year ago, and I haven't kept up that well with the new stuff, so I may not be the best person to ask for specific Vid Cards, Processors etc...
I'm sure someone on here will know exactly what you need.
1) Decide what you have that you can keep
2) For help choosing parts, we would need to know your budget
3) Aside from running DayZ stand alone, what else would you be using this "new" PC for?
ETA: If all of the above is common knowledge to you, I apologize
If not, it's just a matter of picking out the parts you want, then simply plugging them into the motherboard. Putting together a PC yourself (especially when you already have your case and everything else) is ridiculously easy.

You usually have to upgrade the PSU with a stock model computer when upgrading the components being talked about.

Video card should be upgraded first. What's your budget?
